Abracadabra re-votes on liquidation as quorum lowered to 300M SPELL

Abracadabra is again voting on its liquidation after the quorum was lowered from 3 billion to 300 million SPELL. The MIM treasury cast 296 million votes, bringing the total with the author's to 396 million. Promoters consider it approved, though Snapshot shows it as rejected.
