Elon Musk said SpaceX and Tesla have formed special committees at shareholders' request to discuss a merger, but cautioned against assuming a merger is a certainty. As a conflicted party he is excluded from the discussions, and 50% of all Tesla shareholders must vote, which he called a tall order.
