Robin Brooks says Persian Gulf oil flows at 6 mb/d, worse than March-April lows, prices too high

Robin Brooks says Brent at $115 prices oil out of the Persian Gulf at 6 million barrels per day versus the 20 mb/d actually being produced, worse than the 8 mb/d low seen in March and April. He says oil prices are much too high.
