USPS issues final Ballot Mail rule but won't implement for 2026 election amid injunctions

The U.S. Postal Service issued its final Ballot Mail rule (effective Aug 21) requiring mail-in ballot tracking, chain-of-custody, and clean voter lists, but stated it will not implement it for the 2026 election unless the government obtains relief from existing injunctions in California v.
