Arbitrum pauses new Stylus contract activations on One and Nova over WASM security risk

Arbitrum's Security Council paused new Stylus contract activations on Arbitrum One and Nova to guard against security risks from hand-written WASM programs built with non-standard toolchains. The known vulnerability could cause network performance degradation or denial of service; no attack has occurred and user funds are unaffected. Active Stylus contracts can still run and renew via keepalive, and Solidity/EVM contracts are unaffected.
