Cosmos Hub validators to restart ATOM network at 12:00 UTC after Neutron governance exploit drained ~$9.4M

Cosmos Hub validators halted the network as a safety measure after an attacker exploited Neutron governance via a proposal that gave control of Astroport (DEX) and Drop contracts, draining pools of about $9.4 million. The Hub itself was unaffected and no funds there were impacted. Validators will restart the network at 12:00 UTC on September 23 (08:00 EDT); exchanges including CEX.io suspended ATOM deposits, withdrawals and trading.
