FAA: Amtrak construction crew cut fiber line caused ATC outage; ground stops hit Northeast airports

The FAA says a fiber-optic line cut by an Amtrak construction crew in New Jersey caused the air traffic control outage behind ground stops across the Northeast. Verizon confirms its cable was cut by area contractors and says it bears no responsibility. More than 700 flights were canceled and about 4,000 delayed nationwide Monday; Newark, JFK and Teterboro remain paused, while LaGuardia and Philadelphia are back up.
