The FAA says a backup fiber line cut by a construction crew caused the air traffic control communications outage behind ground stops that spread from Newark Liberty, Teterboro and Philadelphia to JFK, LaGuardia and Boston. Administrator Bedford apologized and said flights will resume at LaGuardia and JFK, while Newark and Philadelphia have no restart time.
