Fed's Bowman: stress-test reforms and Basel capital rules to be finalized by year-end

Fed Governor Michelle Bowman said the Fed will finalize reforms to make bank stress tests more transparent and accountable in coming weeks, complete Basel bank capital regulations and GSIB surcharge adjustments by year-end, and average banks' last two stress tests when assigning the stress capital buffer.
