Tropical Storm Isaias has formed in the Gulf and is expected to strengthen rapidly into a hurricane by Thursday, approaching the northern Gulf Coast on Friday, the National Hurricane Center said. Florida has declared a state of emergency in 25 counties as the storm threatens the Panhandle and Big Bend, staging fuel, generators and sandbags ahead of potentially heavy rain this weekend.
