US Education Department finalizes rule cutting federal student loans for low-earning college programs

The Education Department finalized a rule that cuts off federal Direct Loans for college programs whose graduates earn less than similar-age high school graduates four years after completing. Programs failing the earnings test in two of three years lose access, assessed program by program; social work, art, religious studies, teaching aides, music and many for-profit and certificate programs are affected.
