US Treasury withdraws proposed crypto surveillance rules on unhosted wallets and mixers

The US Treasury has withdrawn two long-pending FinCEN proposals targeting unhosted (self-custodial) crypto wallets and cryptocurrency mixing. The rules would have imposed reporting and recordkeeping requirements on transfers to self-hosted wallets, expanded "Travel Rule" requirements for certain crypto transactions, and added oversight of mixers. Neither rule ever went final.
