Zcash holders vote 99.9% to cut block times to 25 seconds and keep Bitcoin-style halving schedule

Zcash holders voted overwhelmingly to cut the network's block times from 75 seconds to 25 seconds, with 99.9% backing the change, and 98.9% voted to keep the scheduled Bitcoin-style halving issuance rather than move to a smoother issuance model. The vote also approves a fast NU7 rollout.
